I'd say it is the Queen or the Queen Mother, since it shows a love of horses perhaps..?

What a lot of fun this has been!! :o)
Very difficult. It seems to be a donkey...so I don't think it is the Queen. The rider has too many clothes to be Lady Godiva, and anyway she wasn't a queen. Got me stumped too I'm afraid!
